Monitoring death rates at GP practicesNew research published in 2003, showed that, if such a system had been in place, Harold Shipman would only have been identified one year before his arrest. There would also have been false alarms over as many as 5% of GPs as the mortality rate in a practice can swing wildly from year to year.
